There are frequent buses between Zagreb and Ljubljana city (from ~€10). From Ljubljana bus station, you then need a shuttle or taxi to Brnik Airport (~25 min, €15–20). Total journey with luggage: 3+ hours plus waiting. Fine for solo travellers with time to spare, stressful for an airport transfer.

Trains run between Zagreb and Ljubljana several times daily. The train station is in Ljubljana city centre — you still need a shuttle or taxi to Brnik Airport. Total journey: similar to bus, 3+ hours. The train is comfortable but not designed for airport connections.
